Grievvers spin a delicate silk to capture their prey.  Some more industrious Isparians discovered that the silk can also be spun into a fine fabric, perfect for making flags.

Step 1:  Grievver Caves.  Your first job is to find yourself some Silk.  There are now two ways to do this - either find and kill a Banished Grievver, which spawn on the landscape around the Southern Landbridge and in the northern plains of Osteth, or head to the Grievver Caves.  The Caves are located at 75.9N, 19W, which is fairly close to Stonehold.  Buff up for the run, making sure you protect (and bane if you have no melee defense) physical, acid, and lightning damage.  Grievvers are weakest to slashing damage, so buff that type of weapon too.  The dungeon itself is a maze, with many passages closed off by Grievver webs.  From the drop, hug the right wall, which will lead you up and down several ramps until you reach a large open room with a large web covering a hole.  Find an exit in the southwest corner of the room to take you to another large room directly below the one you are in now.  Kill the Grievvers and find the south exit from this room (the one that isn't barred by a web).  This path will lead you into one last large room, where the Spinning Grievver and several of his friends live.  The Spinning Grievver itself has a good deal more health than the other Grievvers and is prone to running away.  When it dies, check its corpse for a ball of Silk.  Everyone needs a ball, so kill him as many times as are necessary.  This dungeon is also a decent place to hunt for Grievver acid as a lower level mage, as there are a good number of Virulents in the last couple rooms.  When everyone has their silk, leave.

Step 2:  Spinning Wheel.  It's now time to spin your silk.  Fortunately, there is a functional Spinning Wheel in a castle near Shoushi, located at 24.3S, 76.8E.  The castle is home to a good number of Skeletons though, so break out your bludgeoning weapon.  Head through the entry to the castle and through the door in the courtyard.  You will see a wooden ramp to your left as you enter, which you should climb all the way to the Attic.  There you will find the Spinning Wheel.  Line up and give the Silk to the Wheel one at a time.  It will return a Spool of Silk to you.  While you are at the Castle, take the time to find and kill the Skeleton Leader, Baron Nuvillus.  He drops a Crown of Bone.

Step 3:  The Loom.  Now that you have some workable Silk, it's time to weave it.  For that, you need to head to Neydissa Castle, where they keep a loom.  There is a portal to Neydissa in Holtburg these days, saving you on some running time.  The Loom is up another wooden ramp in the courtyard.  Use the [ and ] keys if you have trouble locating it.  Again, line up and turn the Spool in one at a time and you will receive a white flag.

Step4:  Decorate!  A plain white flag is quite boring, no doubt.  Fortunately, you can customize your flag by dyeing and stamping it.  There are about a dozen colors to choose and a similar number of stamps, which can also be dyed, allowing you to pick from thousands of combinations!  PoA colors are a yellow Shard of the Herald stamp on a purple background, which you can see on this site.  My personal colors are a golden Academy insignia on a deep blue field.  There are plenty of choices, so feel free to experiment.  Should you ever want to redo your flag, return it to Verdentine Magnan at 75.5N, 20.6W.  He will give you another plain white flag.
